The high-speed traffic police brigade of the traffic police detachment of the Public Security Bureau of Ankang City, Shaanxi Province is responsible for organizing and implementing the traffic safety management of the six highways in Ankang City, including Beijing-Kunming, Baotou-Maoming, Shiyan-Tianshui, Ma'an, Anlai, and Yinbai. The highways in the area have many bridges, tunnels, and bends, making the management more difficult than in plain areas. Therefore, how to better link various teams to achieve real-time interaction and information sharing between front-line police officers (teams) and the command center, and how to better promote standardized, efficient, and fair law enforcement through flat command have become urgent issues for the high-speed traffic police brigade of Ankang City.
The Ankang High-speed Traffic Police Brigade has established a body worn camera system with functions such as audio and video capture, on-site supervision, visual command, cluster intercom, GIS positioning, and SOS alarm. Using the design of a body worn camera + intercom, command, and recording integrated platform, the brigade has established a three-tier structure of brigade, squadron, and front-line police officers to achieve unified command and dispatch capabilities for police forces, police officers, and police cars in different jurisdictions.
01 Multiple equipment in one, reduce load
The project deploys POLAR series recorders for front-line police cars and officers. The body worn camera has functions such as intercom, video recording, cloud eye monitoring, positioning, and alarming, enabling the integration of multiple device functions. It replaces the original digital intercom and standalone recorder, reducing the burden and complexity of operation for front-line police officers (teams) in the Ankang City Expressway Traffic Police Brigade, while also reducing the cost of equipment maintenance in the later stages.
02 Real-time information sharing and command and dispatch
The body worn camera achieves long-distance intercom through the APN private network, enabling real-time information exchange and sharing between front-line police officers (teams). At the same time, the integrated platform for intercom, command, and recording provides a flat command capability for the command center, horizontally linking other squadrons, and vertically commanding any police officer or police car. The command center monitors the road patrol work of front-line police officers (teams) in real time through the platform, and grasps the law enforcement situation in real time when handling incidents, standardizes the traffic police's law enforcement behavior, and improves the transparency of law enforcement.
04 Clear storage of law enforcement data
The body worn camera can record the daily patrol and law enforcement process of the Ankang City Expressway Traffic Police Brigade in real time, and the law enforcement documents are transmitted back to the integrated platform of intercom, command, and recording in real time. The document evidence is stored by category tagging.
At the same time, each squadron is equipped with a collection workstation. After the law enforcement officers have finished their work, the data from the body worn camera is transmitted back through the collection station, which is plug-and-play. The collection station is interconnected with the audio and video evidence management platform of the Ankang Traffic Police Detachment, allowing the Ankang Traffic Police Detachment to achieve unified management of law enforcement audio and video data.
05 Open interface design
